ARTICLE I.   IOWA SECTION PGA ADMINISTERED EVENTS

Iowa Section PGA administered tournaments are those in which professional entries are limited to Iowa Section PGA members and registered apprentices in good standing and Tournament Playing Affiliates. PGA members transferring into the Iowa Section that are not employed in an active PGA classification are not eligible to play in these events. All entries and payouts for these tournaments will be processed through the Iowa Section PGA office with assistance from PGA National. The Tournament Chairman, Tournament Director, Executive Director, and host professional shall have complete control over each Iowa Section administered event.

Any Iowa Section administered event must be held only at those courses where a Class “A” PGA professional in good standing or PGA Apprentice in good standing is employed. Any I-PGA administered event held during the normal golfing season (April through October) must be able to accommodate at least 64 professionals.

All communications concerning the schedule and fees for a particular tournament will be available on the Internet at www.iowapga.com and must be approved by the Tournament Director or by the Executive Director of the Section before publishing.

All players in any Iowa Section PGA administered event must adhere to a proper dress code. Professionals must wear pants/slacks (no jeans) and a collared shirt. Amateurs must wear a collared shirt. Any person found in violation of this Tournament Regulation would be given the opportunity to correct the violation if possible. If the violation is not rectified by tee-time, the player will be disqualified from the event.

ARTICLE II.   PROFESSIONAL ELIGIBILITY

Participants
Eligible players for Iowa Section PGA administered events excluding the Section Championship/PNC, Sr. Section Championship/Sr. PNC, and Assistant Championship/Assistants PNC(see “Section Championship/PNC”, “Sr. Section Championship/Sr. PNC”, and “Assistant Championship/Assistant PNC” for eligibility):
a. All members of the Iowa Section PGA and registered apprentices in good standing.
b. Tournament Playing Affiliates of the Iowa Section.
c. The Iowa Section senior events are restricted to those members and apprentices who have reached their 50th birthday by the first day of the tournament.
d. The Iowa Section super senior events are restricted to those members and apprentices who have reached their 60th birthday by the first day of the tournament.

Requirements to enroll into the PGA Professional Golf Management Program:
a. Pass the Playing Ability Test or;
b. Attempt the PAT at least twice since 1/1/2003 and shoot one 18 hole score in a PAT since 1/1/2003 that is equal to or less than the PAT target score for 18 holes plus 5 strokes.

Requirements for non-members to play in Iowa Section PGA administered tournaments:
a. Currently a registered Apprentice in good standing with the PGA of America or;
b. Fulfill (a.) or (b.) in the above requirements and enter successfully into the PGA Professional Golf Management Program or;
c. Fulfill (a.) or (b.) in the above requirement, purchase a Tournament Playing Affiliates Card through the Iowa Section PGA and are currently completing required 6-month work experience for the PGM Program.

ARTICLE III.   ENTRY POLICIES

Section 1. Entry

All entry fees must be received in the Section Office by the deadline printed on the online entry form to be considered for inclusion into the event. Phone call entries will be allowed with a credit card. If you are unable to contact a member of the staff, please leave your entry information along with a credit card number and expiration date on voice mail. Professionals may also register over the internet for various tournaments at http://www.iowapga.com.

All professional participants in all Iowa Section administered events will pay entry fees as follows and no entrant shall have any option to delete any of the entry fees.

a. Team All Pros: 60% of professional’s entry fee for team purse and 40% of professional’s entry fee for low pro purse.
b. Pro-Pros: 60% of professional’s entry fee for low pro purse and 40% of professional’s entry fee for team purse. All added money will go to the low pro purse.
c. In events where the Section Office controls amateur entries or the professional brings their own amateur(s), at least 60% of the amateur entry fee will go to the team purse.
d. Due to the wide variety of tournament formats, the Tournament Committee and the Section Office reserve the right to adjust these entry fee regulations to better serve the intent or purpose of a particular event.

Section 2. Refunds / No Show Policies

Tournament entry fees shall be refunded minus $10.00, only if the Tournament Director or Executive Director is notified by telephone prior to the entry deadline date and time or process is done online.  If a professional has to withdraw from an event after the deadline date, they lose their entry fee.  The entry fee will be forfeited except for extenuating circumstances.

The entry deadline is the Tuesday prior to the event (6 days) at 11:59PM unless otherwise stated.

In events where ground conditions do not allow the use of motorized carts, the golf professional and team have the option of playing or not playing. Those players withdrawing will be refunded. The payouts will be adjusted accordingly.

Any golf professional that commits to playing in any pro-am or pro-member conducted in the Iowa Section must participate or notify the host professional at least two hours prior to his scheduled tee-time. Failure to do so shall subject the individual to a $100 fine. The collected fine will be distributed at the discretion of the Board of Directors.

Should a professional fail to appear, the amateur assigned to that team may compete and use the score of a drawn professional to assist in their team score. The drawn professional has the option to accept the higher award if both his teams finish in the money. The other prize will be redistributed through the winning pros in team competition.

In team competition, a player who pays only one entry fee may only collect one prize. A professional paying two entry fees is eligible for two prizes.


ARTICLE IV.   TOURNAMENT FIELD

Tournament Field
A minimum of 20 professionals must be registered by the tournament entry deadline for the Iowa PGA to host an All-Professional Section Event.

If a full field of professionals, as determined by the host pro is not completed by entry deadline, that professional has the right to solicit eligible participants to fill the field. This applies only to the Pro-Ams in which the host club is responsible for the amateur field.

In the event more professionals enter than there are spots available in a tournament subject to limited fields, the following method shall be used in filling the field.

a. Only paid entries that are received in the office by the entry deadline will be considered.
b. Tournament registrations are taken on a first-come, first-serve basis regardless of PGA Classification.
c. All entries for double shotguns will be kept in order of receipt for each session as requested. Those entries received first will have first priority.

Balancing a “Double Shotgun” Field
The Tournament Committee will utilize a “Field Balancing” policy to eliminate the lopsided fields that occur when there is a “Double Shotgun” format. The formula is designed to assist the Host Professional in carrying out their duties more efficiently. The formula takes the entire field and splits it into a 55% vs. 45%ratio with the higher percentage going to the shotgun with higher demand.

First priority will be given to “Receipt of Entry” regardless of PGA Classification. Early entries will be rewarded.


ARTICLE V.   RULES AND CONDUCT

Section 1. Rules

All I-PGA administered events are to be played under USGA Rules of Golf. Any deviation must be with the approval of the Tournament Director and/or the Executive Director.

The Board of Directors, upon recommendation of the tournament committee, after a proper hearing, may impose a penalty to include a fine or suspension of a member for violations of the Rules of Golf for conduct unbecoming of a golf professional during or after a tournament; this shall include not finishing a stipulated round of play without just cause.

Any member professional who allows to be staged or stages a professional-amateur event or an open tournament or open invitational event or any other similar event at their club or course on a date which conflicts with any published Section-administered event may be suspended from membership for one year, unless the Board of Directors grants special exemption.

Section 2. Code of Conduct

We are judged by how we dress, act and conduct ourselves at meetings, tournaments and in individual encounters with the public. One member or Tournament Playing Affiliate can damage the profession and the entire Section’s reputation.

I. The following are considered violations of our “Code of Conduct” in addition to those in the PGA National Constitution:

A. Club throwing, club breaking, foul language or other displays of temper unbefitting a golf professional.
B. Clubhouse decorum, public intoxication or loud and vulgar displays while a guest at another club or at meetings.
C. Gossip, actions or anything done or presented in such a way as to harm a fellow professional.
D. Not being a gracious guest at Pro-Ams and Pro-Members. We are there to help a fellow member and to help entertain other members or his guests.
E. Our business dealings with suppliers and salesmen must be on a professional level.

Section 3. Discipline, Penalties, and Appeals

Section Tournament Policy

Each PGA of America Member or Apprentice Participant (“Participant”) in a Section golf tournament acknowledges the right and authority of the Section to (i) fine and suspend from tournament play; and/or to (ii) fine and permanently bar the Participant from Section tournaments. Any Participant in a Section event hereby releases the PGA of America Section, the PGA of America, the PGA Tournament Corporation, Inc., rules officials, each director, officer, member, employee, agent or representative of any of the foregoing jointly and severally, individually and in their official capacity, of and from any and all claims, demands, damages and causes of action whatsoever, in law or equity, arising out of or in connection with any such decision or action by the Section, PGA of America or any appellate body.

Fines are due and payable within thirty (30) days unless the Participant has made a written appeal. Should the appeal be denied, the fine will be due and payable within thirty (30) days of such denial of appeal; and the Participant will be ineligible to participate in any Section tournament and any other PGA of America tournaments and the tournaments of any other PGA Section until said fine is paid in full.

A. Advance Notification of Proposed Disciplinary Action
Except for penalties under the Rules of Golf and for “Minor Penalties” (as hereafter defined), any Participant subject to disciplinary action or penalty defined as a “Major Penalty” shall first be notified of such proposed action in writing. Such notice may be presented to the Participant by a tournament official. Within thirty (30) days from the receipt of the notice, the Participant shall submit to the Section Tournament Director or the Section Executive Director such facts or evidence of mitigating circumstances as may apply. Within thirty (30) days of receipt of such information from the Participant, the Section Tournament Director or the Section Executive Director shall notify the Participant in writing of the imposition of the proposed disciplinary action or penalty, or that the proposed action has been dismissed. After the imposition of any penalty hereunder, the Participant shall have the right to appeal to the Section Board of Inquiry as set forth in Section E herein.

B. Rules of Golf
Any Participant in a Section tournament who breaches the Rules of Golf of the United States Golf Association or Local Rules in effect for the conduct of such event shall be subject to the penalties provided in such Rules as well as any other penalties imposed by the Section consistent with this policy. The decision of the Section Rules Officials/ and/or the Section Tournament Committee with respect to such Rules breach shall be final and conclusive.

C. Conduct Unbecoming a Professional
Any Participant deemed guilty of conduct unbecoming a professional while participating in a Section tournament or in activities related thereto (e.g. practice rounds, hospitality events, etc.) shall be subject to fine, suspension and/or permanent disbarment from Section tournament play as provided in this policy. A fine of $100 shall be levied for the first offense. A fine of $150 shall be levied for the second offense, and a prohibition from participating in Section events for one year shall be levied for the third offense. Any Participant that is found guilty of more than three offenses for conduct unbecoming a professional charge may, at the sole discretion of the Section, be permanently prohibited from participating in all Section and PGA of America tournaments and also may be subject to PGA of America Code of Ethics charges. Notwithstanding the foregoing, the Section reserves the right to pursue Code of Ethics charges against any PGA Member/Apprentice for conduct charges related to the conduct of any Participant at Section golf tournaments and related events at the sole discretion of the Section in compliance with the procedures for Code of Ethics hearings as set forth in this Article II of the Bylaws.

D. Classes of Penalties for Section Tournament Offenses
1. MINOR PENALTIES.
A Minor Penalty is a fine of not more than $150 and/or suspension from tournament play for two or less tournaments. A Minor Penalty may be imposed by the Section tournament officials responsible for the conduct of the tournament.
2. MAJOR PENALTIES.
A Major Penalty is a fine in excess of $150, suspension from tournament play for more than three tournaments, and/or permanent disbarment from Section tournament play.

E. Appeals
1. MINOR PENALTIES.
Appeals from Minor Penalties shall be to the Tournament Committee Chairperson (or his/her designee). Such appeal may be in writing or oral. Such appeal shall be received by the Tournament Committee Chair no later than thirty (30) days subsequent to the infraction. The Tournament Committee Chair shall render the decision on appeal in writing within thirty (30) days of the receipt of the appeal and submit a final report to the Section Executive Director. The Section Executive Director shall submit this final report to the Association General Counsel. Such decision shall be final. Notwithstanding the foregoing, in the event that the Section determines that it would prefer that a Minor Penalty shall be submitted to the Board of Control for a hearing in lieu of action by the Section, then the Section Board of Inquiry will follow the same procedures set forth herein for all matters submitted to the Board of Control for Code of Ethics procedures.
2. MAJOR PENALTIES.
Within thirty days from the date of notification of a Major Penalty, the Participant may submit a written appeal to the Section Board of Inquiry. Failure to file such an appeal shall be deemed conclusively to be an admission of the charges specified in the notification.
Thereafter, the Section Board of Inquiry will prepare a report of the matter to the Board of Control and the matter will be set for a hearing before the Board of Control in accordance with all applicable procedures set forth herein for ethics appeals heard by the Board of Control. The Board of Control shall hear the appeal either at the next regularly scheduled Board of Control hearing or at an expedited meeting that may be held in person or via conference call at the discretion of the Chair of the Board of Control. The decision of the Board of Control shall be final. An appeal shall operate to stay the effective date of any penalty, except suspension from a Section tournament then in progress or scheduled for the calendar week in which the alleged violation occurred, until after a final decision on the appeal.
All fines must be paid within thirty (30) days from the imposition of the fine, or in the event of an appeal, within (30) days from the decision rendered by the Board of Control in the event the Board of Control upholds the findings of the Tournament Committee Chair.


ARTICLE VI.   PAIRINGS

First round pairings in all Section administered events shall be made by lot unless requests are made. The Tournament Director will attempt to accommodate all requests for non-Major Point Events and non-team events. In all multi-round stroke play tournaments, pairings will be altered for second round play. Second round pairings will be made on the basis of the first round’s scores.

ARTICLE VII.   PURSE DISTRIBUTION

Section 1. Tournament Administration Charge

The Iowa Section PGA will deduct 5% of total entry fees for all tournaments processed through the Iowa Section office. This deduction will pay for credit card processing fees that the Section incurs. All purses are based on amount of entries. The office will retain all individual tournament winnings under $5.00.

Section 2. Burkhart Scholarship Contribution

$100 will be withdrawn from every Iowa Section PGA administered tournament (excluding junior events and open qualifiers for the PGA Tour and Champions Tour) and placed into the Burkhart Scholarship fund.

Section 3. PGA Tour Sponsorship

(a) $1,000 will be placed into Iowa PGA Match Play Championship purse
(b) $3,500 will be placed into the Iowa Senior PNC / Sr. Section Championship purse
(b) $18,500 will be placed into Iowa PNC/Section Championship purse

All events with a team purse will have the payout calculated by the Tournament Director and in doing so he/she will pay no less than 30% of the field. The actual percentage given to each place will be done on a tournament by tournament basis.

ARTICLE VIII.   IOWA SECTION PGA PLAYERS OF THE YEAR

At the conclusion of the year’s tournament schedule, the Iowa Section will name a Player of the Year for three distinguished divisions. Player of the Year is awarded solely on performance in tournaments designated as point events. Each division will maintain its own eligibility and guideline requirements designed by the Tournament Committee to ensure the integrity of each award. The Tournament Committee determines all point events. The three divisions are:

1) PGA Player of the Year
2) Senior PGA Player of the Year
3) Apprentice Player of the Year

Section 1. PGA Player of the Year

Eligible participant:
Any Iowa Section Class “A” member in good standing.

18-Hole Minor Point Events
18-Hole Minor Point Events are defined by “single day 18-Hole Iowa Section sanctioned events” approved by the Tournament Committee. When distributing points in a minor point tournament, points will be awarded between all eligible participants only. All eligible members will be competing between themselves for points (they will be on a separate scale that only includes eligible members only).  One-day 18-Hole PGA Minor Point events will use the 70 point scale.

36-Hole Minor Point Events
36-Hole Minor Point Events are defined by “36-Hole Iowa Section sanctioned events that are not on the Major Point Event list” approved by the Tournament Committee. When distributing points in a minor point tournament, points will be awarded between all eligible participants only. All eligible members will be competing between themselves for points (they will be on a separate scale that only includes eligible members only).  36-Hole PGA events that are not on the Major Point Event list will use the 140 point scale.

Major Point Event
Major Point Event status is given based on the “Quality of the Field” and must be approved by the Tournament Committee. When distributing points in a Major Point tournament, points are assigned to only players in the field who are eligible participants only. All eligible members (Iowa Section PGA Members) will be competing between themselves for points (they will be on a separate scale that only includes eligible members only).

·        Section Championship/PNC 300 points

·        Iowa Open 200 points

·        Match Play Championship 200 points

·        October Shootout 200 points

National Point Event
National point event status is given to events that denote national significance. The Iowa Section Tournament Committee has approved certain events to be considered significant; those events can be found below.

Other guidelines:
1) All points will be awarded the same year you earn them.
2) Professionals must compete at the national level in order to receive qualifying points.

NOTE: Players who qualified for the PGA Professional National Championship earned qualifying points immediately following the local PNC the previous year.

Travel Pro-Am
The Travel Pro-Am will be based on the Minor Point Event scale (70 points). A linked event will be designed within this event to award points which will not be based on tournament handicap (pros will play with no handicap for player of the year purposes but will use tournament handicap for tournament team and individual payout).

The Section Championship/PNC will be based on the 300 point scale (A), while the Iowa Open and the October Shootout will be based on the 200 point scale (B). Minor point events will be based on the 70 point scales. The 36-Hole Minor Event points will be doubled from the 18-Hole Minor Event point scale. Participants that place lower than the last spot paid (listed above) will win last place points. All participants who no-card, withdraw, or become disqualified will not be awarded points.

Section 2. Senior PGA Player of the Year

Eligible Participants:
All Iowa Section Class “A” members in good standing who have reached their 50th birthday on or before the date of the tournament.

18-Hole Minor Point Event
Minor point events are defined by “single-day Iowa Section sanctioned events with a designated senior entry” and approved by the Tournament Committee. When distributing points in a Minor point tournament, points will be awarded to eligible participants only. All eligible participants will be separated and included on an inclusive list for points to be distributed.  One-day 18-Hole PGA Minor Point event will use the 70 point scale.

36-Hole Minor Point Events
36-Hole Minor Point Events are defined by “36-Hole Iowa Section sanctioned events that are not on the Major Point Event list” approved by the Tournament Committee. If there are less than five Iowa Section PGA Professionals competing in a Major point event, this 36-hole minor point event scale will be used. When distributing points in a minor point tournament, points will be awarded between all eligible participants only. All eligible members will be competing between themselves for points (they will be on a separate scale that only includes eligible members only).  36-Hole PGA events that are not on the Major Point Event list will use the 140 point scale.

Major Point Events
Major Point Event status is given based on the “Quality of the Field” and must be approved by the Tournament Committee. When distributing points in a Major Point tournament, points will be assigned to eligible participants (Iowa Section Senior PGA Members) only. If there are less than five Iowa Section PGA Professionals competing in a Major Point Event, the 36-hole minor point event scale will be used.

·        Section Championship/PNC 150 points

·        October Shootout 150 points

National Point Event
National Point Event status is given to events that denote national significance. The Iowa Section Tournament Committee has approved certain events to be considered significant, those events can be found below.

Other guidelines:
1) All points will be awarded the same year you earn them.
2) Professionals must compete at the national level in order to receive qualifying points for national events.

The Senior Section Championship will be based on the 200 point scale (A), while the Section Championship/Sr. PNC and October Shootout will be based on the 150 point scale (B). Minor point events will be based on the 70 point scales (C). The 36-Hole Minor Event points will be doubled from the 18-Hole Minor Event point scale. Participants that place lower than the last spot paid (listed above) will win last place points. All participants who no-card, withdraw, or become disqualified will not be awarded points. If there are less than five Iowa Section PGA Professionals competing in a Major Point Event, the 36-hole minor point event scale will be used.

Section 3. Apprentice Player of the Year

Eligible participants:
All Iowa Section Registered Apprentices.
All Iowa Section Tournament Playing Affiliates.

18-Hole Minor Point Event
Minor Point Events are defined by “single-day Iowa Section sanctioned events” approved by the Tournament Committee. When distributing points in a Minor Point event tournament, points will be awarded to eligible participants only. All apprentices will be included on a separate list with points awarded for a finish between apprentices only.  One-day 18-Hole PGA Minor Point event will use the 70 point scale.

36-Hole Minor Point Events
36-Hole Minor Point Events are defined by “36-Hole Iowa Section sanctioned events that are not on the Major Point Event list” approved by the Tournament Committee. When distributing points in a minor point tournament, points will be awarded between all eligible participants only. All eligible members will be competing between themselves for points (they will be on a separate scale that only includes eligible members only).  36-Hole PGA events that are not on the Major Point Event list will use the 140 point scale.

Major Point Event
Major Point Event status is given based on the “Quality of the Field” and must be approved by the Tournament Committee. When distributing points in a Major point tournament, points will be assigned to only eligible participants in the field (Iowa Section Apprentices and TPA) only.

·        Assistants Championship 200 points

·        Iowa Open 150 points

·        October Shootout 150 points

National Point Event
National Point Event status is given to events that denote national significance. The Iowa Section Tournament Committee has approved certain events to be considered significant; those events can be found below.

Other guidelines:
1) All points will be awarded the same year you earn them.
2) Professionals must compete at the national level in order to receive qualifying points.

ARTICLE IX.   EVENTS CONDITIONS AND DESCRIPTIONS

League Championship
The League Championship is a golf league setup through Handicomp’s Golf League Management System.  Handicaps will be assigned following the first round of play for this individual competition.  The format is 9-Hole Match Play against the entire field.  Example:  Since the 36-Hole Classic consists of four 9-hole rounds, there will be four matches included in that event.    The designated events that comprise the league format will be determined by the Iowa PGA Tournament Chairman.

Section Pro-Ams
The Section Pro-Am tournaments are open to all Class “A”, Life Members, registered apprentices and TPA’s. Formats are varied with the pro playing his/her individual ball, each pro is to bring three amateurs (see entry blanks). The pro may bring anyone as a partner, the only condition being he/she must have an Iowa Golf Association (GHIN), Chicago District Golf Association (CDGA), or Iowa PGA Golf Network (IPGAGN) approved handicap. Except for the Pro-Junior, all amateurs must be high school graduates. Amateurs must have a certain number of rounds posted for the current year on GHIN, CDGA, or IPGAGN (see entry forms for number of rounds) to compete in Pro-Ams. The PGA Professionals are responsible for posting amateur tournament scores to the GHIN, CDGA, and IPGAGN systems upon completion of the Pro-Ams. This will adjust handicaps appropriately for those who play below their handicap. All amateur partners must fit the definition of “Amateur”, which is defined in the current United States Golf Association Rules of Golf book. Golfers are not eligible to compete in any Iowa Section PGA Pro-Am if they are awaiting reinstatement to Amateur status. All Pro-Ams are considered 18-Hole Minor Point Events.

Sponsored Pro-Ams – Sponsor Provides Amateurs
The Host Professional Pro-Am tournaments are open to all Class “A”, Life Members, registered apprentices and TPA. Host Pro-Ams must have a minimum of $3,000 added money to be considered for an Iowa Section sanctioned “Monday” event. The sponsor or host professional provides the amateurs and sets the format of play provided there is an “individual ball” competition for the pros included. There will be no team competition for the Professionals unless otherwise informed by the host professional. All Host-Pro Amateur events are 18-Hole Minor Point Events.

Section Championship/PNC
The Section Championship/PNC is open to all Iowa Section Class “A” and Life Members in good standing. The added money will consist of 65% of the Pro-Am Tournament Fund, PNC sponsor money, and PGA Tour sponsorship added money. Entry fee for all competitors will be $110 payable to the PGA of America. The format shall consist of a 54-hole stroke play event with the champion receiving an exemption to the PGA Tour event (John Deere Classic). The Section Championship/PNC also serves as qualifying for the PGA Professional National Championship. The Section Championship/PNC is a Major Point Event. A senior division will also be held for those competitors that are 50 years of age or older. Seniors must enter through the National office just like everyone else. The senior division will be considered a Major Point Event on the Senior PGA schedule. However if there are less than 5 competitors competing in the Senior Division, it will be considered a 36-Hole Minor Point Event.  After the entry deadline, the Tournament Director will contact all senior entrants to confirm which event(s), open, senior, or both they would like to compete in. All senior entries will be placed into the Open Division payout. If the senior professional opts to play in both divisions, an additional entry fee will be collected that will cover the additional division. ALL COMPETITORS MUST REGISTER TRHOUGH PGA NATIONAL BY THE DEADLINE. LATE ENTRIES WILL NOT BE ACCEPTED BY PGA NATIONAL OR THE IOWA SECTION PGA OFFICE.  Competitors have the option to walk during the competition with or without a caddie or use a motorized golf cart.  Walking competitors are still subject to all extra charges at the facility for the competition.

Day 1, 36 holes with shotgun starts at 7:30 A.M. and 12:30 P.M. (times may change depending on pace of play at chosen site, E.D. will coordinate starting times with facility).  Re-pair will occur following each round.  Day 2, 18 holes with tee times off #1 and #10 tees.

Iowa Senior Section Championship/Sr. PNC
The Senior Section Championship is open to Iowa Section Class”A” and Life Members in good standing who have reached their 50th birthday on or before the first day of the tournament. The format is a 36-hole stroke play tournament with the champion receiving an exemption to the National Senior PGA Professional National Championship. The Senior Section Championship is a Major Point Event for Senior Player of the Year. However if there are less than 5 competitors competing in this event, it will be considered a 36-Hole Minor Point Event.

The Sr. Professional National Championship (Sr. PNC)/Sr. Section Championship is to be entered through the National PGA office and the entry fee is to be sent to PGA of America. The amount of spots the Iowa Section is allocated is based upon the number of entries received by National before the deadline. Iowa Open Golf Championship
ELIGIBILITY:
Amateur Eligibility:
1. Iowa resident Amateur.
2. Non-Iowa resident Amateur attending college full time in the state of Iowa.
Professional Eligibility:
1. Iowa Section PGA Member or Apprentice in good standing.
2. PGA of America Member in good standing regardless of residence.
3. Iowa resident non-PGA affiliated Professional.

All Amateur entries must meet the requirements as defined by the United States Golf Association Rules of Amateur Status. Professionals awaiting reinstatement to Amateur Status may compete but will not receive any prize money or gift certificates from the competition. Those awaiting reinstatement will be required to pay the Professional entry fee.

FORMAT: 54-hole stroke play with Open and Senior Divisions. The field will be cut after 36 holes for the final round. The cut will consist of the low 70 and ties based on a full field of 156 golfers.

Iowa Section PGA Match Play Championship
Format:  2-day, single elimination Match Play Championship.  Players will be seeded upon previous years Players of the Year’s point list & player reputation.

This is a Major Point Event for PGA Player of the Year, Senior PGA Player of the Year, and Apprentice PGA Player of the Year. Competitors apply points that they earn to their respective Player of the Year category. Example: If an Apprentice earns second place in the event, he/she will apply points won to the Apprentice Player of the Year standings.

Iowa PGA Pro-Am Tournament Fund money (17.5%) will be applied to this event.

$1,000 of PGA Tour sponsorship money will be applied to this event.

Assistants Championship
The Assistants Championship is open to all Class “A-8″ members of the Iowa Section, registered apprentices and all TPAs employed by a Class “A” member of the Iowa Section in good standing. Non-head Professionals are eligible. The format is a 36-hole stroke play competition with the champion receiving an exemption to the National Assistants’ Championship (TPA are not eligible to play in the National Assistants Championship). The Assistants Championship is a Major Point Event for the Apprentice Player of the Year. Points will be awarded to apprentices only using the 200-point scale.

October Shootout
The October Shootout is open to all Class “A”, Life Members, registered apprentice and TPA. The added money will consist of 17.5% of the Pro-Am Tournament Fund combined with other independent sponsor money. The format will be a 36-hole stroke play event played over two days. The October Shootout (eliminating rain postponements) is to be the final point event on the Iowa Section Tournament schedule with Player of the Year status.

Individual Pro, Pro-Pro, Team All Pro, Jr. Sr. Draw, Pro-Select, 36-Hole All Pro Classic:
“Professional only” tournaments are open to all Class “A”, Life Members, registered apprentices and TPA. Formats are varied and are identified in the entry forms, which are located at http://www.iowapga.com.

Pro-Director (Pro-Am)
The Pro-Director is open to all Class “A”, Life Members, registered apprentices and TPA. The format is one best ball of two net with the pro playing his/her individual ball. The pro’s partner must hold a verifiable Director’s position at the recognized golf facility with which the pro is affiliated or the pro’s partner must have direct influence in the ownership of the facility. All partners must have an IPGAGN, Iowa Golf Association (GHIN) or CDGA approved handicap. The Pro-Director is an 18-Hole Minor Point Event.

Pro-Junior (Pro-Am)
The Pro-Junior is open to all Class “A”, Life Members, registered apprentices and TPA. The format is two best balls of four scratch with the pro playing his/her individual ball. The competition will have four divisions consisting of a Junior and Senior for both boys and girls. The Junior division shall be restricted to those teams in which the oldest junior has not reached his/her 14th birthday at the time of the competition. The Senior division is open to all teams who want to enter, with the oldest junior not reaching his/her 18th birthday at the time of the competition. All junior team members must be of the same gender. The pro’s partners must be junior members at the recognized facility with which the pro is affiliated. The facility that the juniors are from must be on the GHIN or CDGA service. The Pro-Junior is an 18-Hole Minor Point Event.

Pro-Senior (Pro-Am)

The Pro-Senior is open to all Class “A”, Life Members, and TPA in good standing. See entry blank for format. The pro’s partner(s) must be a senior amateur golfer (has reached his/her 50th birthday on or before the date of the tournament) and have an IPGAGN, Iowa Golf Association (GHIN) or CDGA approved handicap. The Pro-Senior is an 18-Hole Minor Point Event.

Club Team (Pro-Am)
The Club Team is open to all Class “A”, Life Members, registered apprentices and TPA. The format is two best balls of four scratch. There is also an Individual Low Pro event for this tournament. Amateur team members must be obtained from the same facility of where the professional is employed full time or all three amateurs may come from another facility, however, all three must be members of the handicap system at that facility. Amateurs must have an active GHIN, IPGAGN, or CDGA account at the club from which he/she is playing from. 18-Hole Minor Point Event.

Pro-Am Scratch (Pro-Am)
The Pro-Am Scratch is open to all Class “A”, Life Member, registered apprentices and TPA. The format is one best ball of two scratch, with both the professionals and amateurs playing for their respective purses along with a team purse. The Pro-Am Scratch is an 18-Hole Minor Point Event.

Pro-Am Senior Scratch (Pro-Am)
The Pro-Am Senior Scratch is open to all Class “A”, Life Member, registered apprentices and TPA. The format is one best ball of two scratch, with both the professionals and amateurs playing for their respective purses along with a team purse. The pro may bring anyone as a partner, as long as he or she is at least 50 years of age on the date of the tournament. The Pro-Am Senior Scratch is an 18-Hole Minor Point Event.

Pro-Assistant
1) Head Professional must be a Class A-1, A-2, A-4, A-7, A-9, A-13, A-14. Note: New Head Professional classifications may be added at Tournament Chairman’s direction.

Highest ranking professional at facility may team with lower ranking professionals such as an A-4 may compete with an A-1, A-6, A-8, B-8, etc. In this situation, the A-1 would not be eligible to team with A-6, A-8, or B-8.

Added money, if any, will consist of an independent sponsor. The format will be one best ball of two scratch. If the Head Professional has more than one team, his/her ball will count toward each of the assistant’s score. There is no individual ball; the entire event is a team competition. The Pro-Assistant is a non-point event.

Pro-Superintendent
The Pro-Superintendent eligibility is two fold:
1) Professional must be a Class “A”, registered apprentice or TPA.
2) Superintendent must be a Class “A”, “B”, or “C” member of the IGCSA or the ISA from the same facility as the Professional.

Format will be a 2-person scramble and will be flighted by 18-hole score. There is no individual ball; the entire event is a team competition and is a non-point event.

Iowa Cup Matches
The format consists of the top 20 available Iowa Section Professionals vs. the top 20 available Iowa Amateurs. PGA team will provide 14 players from the “Open Division”, 2 players from the “Apprentice Division” and 4 players from the “Senior Division.” If a player qualifies through both the PGA Player of the Year standings and Senior PGA Player of the Year Standings, that golfer will represent the association in the Senior Division. Play will be two days with the first day being alternate shot matches and 4-ball matches. The second day will be single matches. All participants will receive 70 Player of the Year points for the division that they are representing. Professionals must compete to receive Player of the Year points.

The team will consist of:
1) The host professional is exempt.
2) The previous year’s Section Champion.
3) The previous year’s Senior Section Champion.
4) The remaining players to be selected from the previous year’s PGA, Senior & Apprentice Player of the Year point lists.
5) The PGA Officers shall select an “Honorary Captain.”

Effective in 2007 – There will be an Honorary Captain and Player’s Captain starting in 2007. The Player’s Captain will be the Section Champion from the previous year. The Player’s Captain will have the right to appoint two “Captain Picks” to compose the team. The PGA Team will still consist of 14 players from the Open Division, at least 2 players from the Apprentice Division, and 4 players from the Senior Division. Example: If the Player’s Captain uses his/her pick on a Senior, then three additional players will be used off of the Senior Player of the Year standings to fill the second spot.

ARTICLE X.   PRO-AM TOURNAMENT FUND

The Pro-Am Tournament Fund is a fund to generate more money for the Section Championship, Match Play, and October Shootout. The section office will take 15% off the top of each amateur entry fee from the designated Pro-Ams. This money from each tournament will be kept in a separate Pro-Am Tournament Fund, which will accumulate throughout the year and be added to each tournament’s purse with 65% going to the Section Championship and 17.5% going to the Match Play Championship and 17.5% going to the October Shootout. The tournaments in question are the Section Pro-Ams, Pro-Am Scratch, Pro-Director, Pro-Senior, Club Team, and Fall Pro-Am.

ARTICLE XI.   LOW STROKE AVERAGE

The Iowa Section PGA will be acknowledging the golf professional with the Low Stroke average for the year. To be eligible, you must be either a Class “A” member, a Life Member, Apprentice, or a TPA, and must play in a minimum of 10 Iowa Section PGA staff administered rounds that are included on the Player of the Year schedule. Those that no-card or withdraw in the middle of a round for reasons other than injury or emergency will not be included in the final standings. In order for a tournament to count towards the low stroke average the course must have at least a par 70 layout.

ARTICLE XII.   HOLE IN ONE CLUB

The purpose of this club is to earn a cash bonus for scoring a verified hole-in-one during any Iowa Section PGA administered event. The club is open to all PGA Members, Apprentices, and TPA of the Iowa Section PGA in good standing. Enrollment in the Hole In One Club costs $25 per year. The year consists of Iowa PGA administered events conducted from April 1st through March 31st of the next year. Las Vegas Pro-Am is included as a valid tournament.

ARTICLE XIII.   PRE-TOURNAMENT PROCEDURES

·        Mail in your entry form early! Late entries will not be accepted. Phone entries with credit card will be accepted. If you are unable to contact a member of the staff, please leave your entry information along with a credit card number and expiration date on voice mail. Completed entry forms must arrive in the Section Office no later than 11:59 P.M. on the entry deadline date.

·        Entire entry form must be filled out completely. Example: Include all names and IPGAGN, GHIN or CDGA numbers of amateurs. Must receive entire entry fee to be accepted. Incomplete entry forms will not be accepted.

·        Tournament entry fees will be refunded if necessary. There will be NO transferring of money between tournaments due to accounting practices.

·        One entry per form. Everyone has access to this web site so everyone has his or her own entry blanks. Entry forms being sent in with more than one entry per form will be sent back to be done correctly.

·        Entries will not be accepted unless they accompany the entry form.

·       Changes in amateur teams or any other change of entry must be phoned in prior to tournament date to the Section Office.

ARTICLE XIV.   TOURNAMENT PROCEDURES

The Board of Directors, to assist the Professional when hosting a Section sponsored event, has approved the following information. It is suggested that if you are hosting a tournament, whether Section sponsored or one of your own, that you use this information as a checklist during your tournament preparation. An official Host Pro Checklist will be emailed or faxed to each Professional prior to his/her tournament.

Section 1. Course Set-up and Preparation

1. Marking the Course
The course must be properly marked with paint on the ground. The course is to be marked by the host pro unless arrangements with the Tournament Director have been made for him/her to mark the course. Markings include:

Water Hazards – Paint on ground
Lateral Water Hazards – Paint on ground
Ground Under Repair – Paint on ground
Drop Areas – Paint on ground
Out of Bounds – White stakes are good enough

2. Hole Locations & Tee Settings
Hole locations and the quality of the field and nature of the tournament shall determine tee settings. Particulars to consider include Pace of Play and entertainment of amateurs. Consult the Tournament Director and Superintendent prior to setting the course. Note: When setting the hole locations in a Pro-Am, the purpose of the event is to ENTERTAIN the AMATEURS. Please place all hole locations in the middle of the greens for these events.

Pros and amateurs should play from the same tees.

WOMEN professionals who are playing in the event shall play the course at 90% of the distance that the male professionals play.

3. Condition of Course
The Host Professional, Host Superintendent and Tournament Director will decide if the course is fit for play. “A Preferred Lies” ruling will be made by The Committee as a last resort to complete the round.

Guidelines:
A proper pick, clean and place will be used to substitute.

Preferred lies will be played in your fairway only. Any alteration of that must be announced before start of play.

Rule 25-2, The embedded ball rule, is always in affect. Every effort possible shall be made by the host pro and superintendent to start, resume or complete play within the designated dates of the tournament.

Section 2. Discontinuance of Play

Due to circumstances beyond our control, if play is to be discontinued, the decision is to be made by The Committee administering the tournament. The delay signal is to be one long horn or siren blast. All competitors must mark their position on the course and may not resume play until authorized by The Committee.

DECLARING A WINNER
If completion of the tournament is not possible, the following regulations will be enforced:

A. One-day pro-ams and opens started by tee times and shotgun:
If all have completed the same 9 holes, that 9 hole score counts. If the completed 9 holes are not the same, the tournament is washed out.
B. If rescheduling is impossible in double shotgun events:
If one shotgun completes all or enough holes to declare winners and the other shotgun does not, those completing play will play for the proportional amount of the pot, and all other entries and sponsor monies will be returned. If one shotgun completes 9 holes and the other completes 18 holes then two separate pots are played for and all Player of the Year points are canceled.
C. Multi-day tournaments:
If play is discontinued the first day or any subsequent day of the tournament that is not the last day, all players shall return to their marked positions and continue play the next day. If time will not allow completion for the next day, that round will be a wash out. If play is discontinued the last day of the tournament, previous day’s scores will determine the championship except that each 9 holes completed by all players the final day will be added to their previous scores.
D. Section Championship/PNC:
36 holes must be completed to determine the Section Champion, and if not, the tournament will be rescheduled. All holes counted toward the championship must be played by all contestants (no computing to par).
E. Section Match Play Championship:
Delays in the Match Play may involve a change in format to be determined by the tournament committee. All matches completed are final and subsequent matches will be played at a later date.

Section 3. Miscellaneous

Playoffs:
Playoffs must be noted before play begins involving the guidelines and specifications in which it will be held. When a playoff is to be used, the format will be for first place money and points. All other competitors in the playoff will split money and points.

If a long period of time separates finishers and a lone championship is not necessary, a playoff is discouraged.

To decide ties for plaques in all Iowa Section PGA sanctioned team events when a playoff is not possible, a card-back by the guidelines set by the Tournament Director, using the same format that the event was contested.

Playoff should be played for first place only in the Pro-Assistant.

GPS Devices:
Golfers will have the option to use personal electronic measuring devices in all Iowa Section PGA events. Devices that measure anything in addition to distance such as wind, elevation, etc, will not be allowed. Players that use illegal devices will be disqualified. Personal electronic measuring devices will not be allowed for PGA of America qualifying events.

Blind Draws:
If a blind draw is needed for any Iowa Section PGA event, the tournament software will choose a blind draw at random. The player that is chosen as a blind draw will remain anonymous and will not have the option of paying an extra entry fee and share winnings with additional team.

Cell Phones
The use of cell phones will be prohibited during “stipulated rounds” of all Iowa Section PGA administered events. The tournament director will announce this rule at all events prior to play.

Staffing:
Staffing responsibilities include: Bagroom Staff, Range Staff, Cart Traffic, Club House Staff, Starters/Rangers, Parking, Pro Shop Staff

Media:
The Host Professional should make every effort to have the event covered by local newspaper, radio and TV. Invite the contact person from your local newspaper as a guest of the PGA, refer to Iowa’s media guide with numbers and contact those listed. The Host Professional is responsible for faxing results to major newspapers upon completion of play.
